Process to Negotiation

There are over 20,000 communities in the United States -- and nearly that many models for how cities can facilitate the upgrade to fiber. Quite often, these negotiations are begun with a community or region signalling its interest through a formal request or a Request for Proposal (RFP), Request for Information (RFI) or Request for Quotation (RFQ). Each of these represents the beginnings of a potential negotiation and often contain provisions regarding the assets and levers cities can use to improve network construction economics for providers.
